Sorry I don't speak DORK! lol, jk

I honestly have no idea what any of those numbers/letters even mean. I would start with your 'right horsey' and move him up and to the left.

First off, recognize that 3....Qe6+ is a horrid move for Black. The queen has now moved twice in three moves and on this square impedes the development of Black's kingside pieces by blocking the advance of the e-pawnor the development of the bishop at c8. At the same time, it encourages white to develop a piece (the bishop or g-knight to e2) which brings him that much closer to castling to safety. In an open position, which is almost guaranteed to happen as the result of this opening, the side to get fully developed first will have a HUGE advantage in initiating an attack.

I would say 4.Be2 is probably best because it allows for maximum flexibility. 4.Nge2 isn't horrible with the idea of putting the white bishop on the a8-h1 diagonal, where it should have a pretty effective scope throughout the middlegame.

I realized that, this guy was a donkey. KiD[ReD] said pretty much the same thing as you, he mentioned 4.Nge2 and fianchettoing the bishop but decided against it.
