Obviously you're right in that the top SNG players would probably crush the small & micro limits.
The problem is saying that 40% is an attainable ROI in these games. As nobody is likely to actually stay at a level at which they are capable of hitting 40%, it is purely hypothetical and potentially slightly misleading to say that it is a realistic ROI to "aim" for considering that the top players at that level are only running at half that return. ("aim" = the wrong word as we obv aim for a lot higher but curse the poker gods when it doesnt go according to plan)

I thought I prefaced that in my initial comments? What I was trying to say --and apparently failed in doing so-- was that if you are a really good S&G player and are trying to build a bankroll from scratch than the brief time you spend in $5 games you can have a very high ROI.
Basically, if you handed me $200 and said go turn this into $10,000 I would probably beat the $2 and $5 S&G's with an ROI over 25% --and top players would beat them for up to 40% (minus the rake, so 35%).

Anywhere from $1 (15%) to $2.50 (50%) a game. The smaller the field, say like 18-mans, the closer to 15% you'd be. If you were playing something like 90 or 180mans, you can get closer to 50%. This of course assumes you're good / playing using an optimal strategy. Other things like whether or not these are turbo games or if you're using tools (sharkscope, hud, etc) will also have an impact.
Also depending on the games you play and your comfort level, I would suggest blending in the games one above where you're playing now. So if you're playing $5 games and the next level up is $10, I might play at a ratio of 80/20 or 60/40. So if you play 4 tables at once, I would mix in 1 higher buyin for the 3 lower buyins that you're playing. This has worked well for me (and my students) in aggressively building a roll and moving up.
