I figure it could be one of 2 reasons.

Either he has an above average hand like KJ and is hoping in calling I'll come along to help burst the bubble or he has a really big hand and is hoping I do just this.

I've been raising his blind from UTG a lot and have been 3bet shoving his CO opens OTB, I don't know if this has a material impact on the likelihood of him cold calling with a monster.

given that history it weights his range way more towards trapping with a monster imo.

also it puts him in a shitty spot when he flats with KJ and you shove like this, loses like 1/5th of his stack and can't call.
