I'm not that great an Omaha High/Low, but I do know that the hand you were dealt isn't very good. I don't think coming over the top of a short stack that just opened the pot is a good idea, mainly because he/she is most likely going to call you if you re-raise all in.

Even in that situation, I'm folding most of the time. That hand is marginal at best for Omaha H/L, even 3 handed.
I look at it this way, you are 2nd in chips, still fairly early in the tourney, and the two short stacks in the hand... Of the two, whoever wins is still short-stacked and the other is out (or can't even cover the next blind).
DISCLAIMER: I'm not even a good O H/L player. These are just my observations.I study at KRE8R's School of Bankroll Management.
