In a $25NL vacuum, I'd call based on pot odds. But fold in context of the whole hand.

When you check the scare card on the turn, I've said this in a lot of Wota's threads, this keeps the pot small and it goes check-check on the river in a perfect world and everyone sniffs pretty flowers. But in reality you induce a wider range to bet the river. In this case, I don't really know if this player is capable of making a blocking bet with an 8 or 99-JJ. Because you only have $10 behind you and the turn went check-check, $5 wouldn't surprise me as total air/busted straight.

Hands like these are why I believe it's -EV to short stack in the long run. You can't bet the turn without committing yourself and it's harder to interpret the river bet after the turn gets checked down. If you still had $20 behind you, this looks like a blocking bet/bluff and I call. With $10 behind, this could be that or the only way her flush, boat, or King gets paid off
