OK - here's what I did:
*** FLOP *** [Ts 9s Jc]
krist0ff3r bets $5.50
PokerxPro calls $5.50
pepperlt folds
*** TURN *** [Ts 9s Jc] [6c]
krist0ff3r bets $13
On the flop. The guy bet the pot. So, I put him on top pair with pretty good kicker. So, if he has KJ or QJ or J10, he is not going to fold to a re-raise on the flop.
So, I decided to just call n hit one of my many outs.
On the turn...he bets pot again. What do I do here?

This is why you should have raised him on the flop.
Call the turn and hope to improve.I think I'm going to give up playing poker.........and take up repeatedly hitting myself in the nuts

I would have played it differently on the flop,
But on the turn, it depends on the other guys aggression and conservativness during the rest of the game.
I don't think he has QJ or KJ, I think he has 9T or TJ and is protecting against the straight and flush. Either way he is ahead of you.
You still have 17 (4 Queens, 4 7s, and 9 flush) outs. I don't think you can count all the queens as it might give him a higher straight. so we can safely assume you have 15 outs. If you call the $13 bet and win you will roughly win $30 right there and probably more since you would bet agian on the river.
You are getting 2 to 1 on your money (at least) and with the 46 cards left and 15 outs you definitly should call the $13 bet.
However if your hand doesn't improve on the river, I think you should fold.

I raise that to $15-17 on the flop. Then if he calls he probably checks the turn, if it was a blank you've bought yourself a free card to draw on or you can push and take the pot there and then.

yeah your flop play was pretty awful
i repop him to get as many bets in this pot right now as possible
now you are forced to call because you dont want the pot to get crazy with out you having a made hand yet then making a hard decision if he repops you on the turn

He means a 3bet is the 3rd bet put it on any street.
The flop went BET and the advice was "3bet him". It was the 2nd bet or simply a raise.
