o rly? Knowing Doub13GuTTed would call or re-raise with any gapped suited connector, suited connector, unsuited connector, Ace, Broadways, or pair depending on my friskiness holding 69s? I was playing some $27 turbos, so I was obviously a bit frisky, ATM.

I would definitely fold this preflop against an opponent who is good/aggresive/can't find fold button preflop. Drunken Alex on $100NL probably meets all these criteria. I couldn't play 69s OOP against Alex with +EV. If I did play it it would be for a raise 100% of the time.
