ding ding ding.

Reraise all in preflop or lay it down after he raised. Flat calling with JJ wasnt the best play.

You seriously may want to step down in the level tourneys you are playing.

Not trying to be mean, but if that is you i highly suggest stepping down

You have 13 blinds. There's no "I wanna get away from my hand." You have the 4th best hand in hold 'em. Someone who can bust you open limps. You don't want to play pots with him and you're not folding. Get him out of there and do it preflop. Your hand's getting worse as each cards falls. His hand is usually unpaired, so he's more likely to get better.

ALex - what is your default pushing range there with 13bb?
Are there any hands you ever raise less than all in and if so what?

I agree with Alex, it's bubble time and if he repops we're in an ugly spot and basically can't call

Calling or folding is not really an option either

Default is 10, but after a limper with 13bbs on a bubble, which is 4-handed, our effective M comes into play. We can't give whiffs of fold equity with made hands. That's called trapping and as strong as I regard Jacks, Jacks are as strong as you play them and on a bubble with a limper that can bust you, overlimping or raising to 4-5x is just playing with fire.
