Also, I've seen the debate between PokerTracker and PokerOffice. Which should I look into?

I would use PT, but I have no experience with PO so you will have to get somebody elses opinion. PT seems to be the more popualr around here.
For $1 STTs UB is the place.
But I would reccomend you play ar DoylesRoom, because I'm skeptical as to whether or not you can beat the 1s, and if you cannot you can drop down at Doyles. They have 50c, 20c, 10c STTs.
Stars does not have $1 STTs but they have 5 table SnGs. They have $3 turbo STTs but your best off at DR.

Yep, not suggesting you have 100x the buyin to play, just that you play 100 buyins at a level before you decide you have the game beat (even this will only give you an idea). I think received wisdom is that you need 20-30 times the buy-in to play a level safely.

So my goal should be (we'll use UB because I really like that site but I got burned on a refund so I'm skeptical about going back):
-- $30 worth of buy-ins for $1 SnG's (roughly)
-- Track them
-- And when I turn that into over $100 (100 buy-ins or so), move up?

Not quite.
Start with at least $30 for the $1
Play 100 of them.
Calculate your ROI% and see if you are a winner. If it's less than 15% then play another 100 before drawing any conclusions.

Yeah that sounds good (what rex said). I really do reccomend PT though, it's worth it.
Actually if it's less than +15 play about 50 more and see.

Yes.
But with UB SnGs you will have to enter your tourney info manually. It's not that hard.
PT does not support DR Tourneys so def go to UB if you want to play $1 STTs.

Honestly, I don't like them but I play them when I don't have time for a full-fledged MTT. I'd much rather put $5 into a tournie where I can win $600+ and smart poker keeps you around for a while than put $5 into a SnG to make a quick $25-30 where you have to play much looser.

I haven't read it, but Kill Phil kind of sounds like my SnG style.
I play SnGs pretty tightly and without much imaginatio, at least until the final 4-5.
