If you don't make bigger raises in 2nl, you will get loose people that will call with crap hands. I'd raise to 10 or 12 cents PF IMO. They will call 4 cents, because who cares about 4 cents? Flop bet was too small with 2 others in the pot. Once he took over betting you shoulda figured you were beating. Note it down slow plays the flop.

PF I am raising to 3xBB, so you are suggesting that I raise to 5x or 6x... If I do this with strong hands then I have to raise that amount with anyhand or I become an open book to observant players.
On flop I bet 13c into pot of 18c... thats 2/3rd pot. How much do I need to bet here?

With QQ, I would have bet the pot from the beginning. QQ is a pretty strong pre-flop hand, but it can all change once the cards are dealt. You were ahead on the flop, but that doesn't mean you will be ahead on the turn and the river. When I am dealt QQ and the flop is all under cards, I bet aggressively by betting the size of the pot to take it down while I have the best hand.
When the villain bets into you when you have an over pair, I like to raise 2.5-3 times his bet. A lot of time, your opponent will check to the raiser, in which you can bet pot and try to take it down right there. If he calls and then continues to bet on the turn or river, be very weary of what he might have. This is when reading your opponent comes in handy.

in 2nl I raise to .1 or .12 PF if I'm raising, EVERY hand. Depending on callers is how much you bet. This is pennies man, you have to bet more if you don't wanna get sucked out. If there is one caller with .12 raise, I'd bet out .2 on the flop. Pretty much a pot size bet on flop. This does two things, makes a bigger pot, or allows you to take it down right there.

Forget your betting. I think it's fine. 3-4 BB, then a 2/3 pot is fine IMO.
What bother's me are your calls.
Why are you calling? You aren't drawing, you really can't expect to improve. You need to RAISE that turn. Another 2/3 pot bet (like $1 to go, .30 call .70 raise), maybe even a touch more. then you can decide what to do, as you won't be totally pot commited at that point, but you'd be close.
If he flat calls, I'm guessing he'll check the river, and now you can worry about his range, possibly value checking or value betting.
If he folds, then yay! If he pushes, then you have to consider his range, based on his history. Could he be pushing with weak top pair? set? crappy two pair?
TBH, The only way I like calling this down if he's been known to bet out with anything.Marm is back, maybe. Been off for 3 years. Rusty as Hell.
