First off I would bet more on the flop, get more value out of it. If he calls 1.40 he probably calls 1.75 (about 2/3 pot).

When a player this tight raises UTG and calls a 3bet, you probably have to give him credit for a big ace or medium PP (like 77-JJ, maybe lower ones too sometimes).

I think you have to check river and hope for a check, but fold to any decent sized bet - he either has you beat (looks very likely he had some big ace, might also have slowplayed a set) or you have him beat, but he's not calling a bet with anything that you do. Betting would basically be turning a hand with ok showdown value into a bluff. Like, if he has KQ, QJ, JJ - all hands he could have called both streets with - then he's going to check back the river most of the time, but probably fold to a bet. He might even check back AJ/AK just because there are a lot of draws out there. He probably only bets with two-pair or better, and I don't see what he could call two streets then bluff on the river with, given his tight preflop range.

If you had any postflop info on him, that would help loads.
