Why are you betting $20 into $13 or something? Once you bet $20, you can't ever really fold for an effective min-raise.
But as a standard, I make it a little more than half pot in 3bet pots when it's HU and a little more than that when it's multiway.

Depends on villain. If he's loose and fishy, then you're ahead of his range a lot of the time and this is a cooler. But if he's a solid player, you have to put him on a tighter range.

Since you gave us the results it's hard not to skew my view, so I'll just analyze the process as best I can.

He called the initial PF raise from the SB and then called the 3bet after the UTG limper called. This seems like any PP below QQ or JJ, for setmining value; QQ+ (maybe sometimes JJ) he's probably 3betting PF. He'd likely throw away AT and most of the time any JT/T9 suited (because of his position), to your PF 3bet. So his range is 22-TT (sometimes JJ). Now, he probably knows you have JJ+ or AK, so when you bet more than the pot on such a dry flop, he likely knows you have an overpair and would probably only be check-raising here with a set.

Easier to say that knowing what he had, but if you think it through, it makes sense. Of course, that's only the case if he's a good solid player. Sometimes really aggro players might do that with any pair regardless of hitting a set, or might play AT/JTs/T9s there, not giving you credit for an overpair.

Uh wow, bet like $7 on the flop, not $20. As played, I guess you have to stack off, but damn dude, you make it real easy for people to get away from worse hands.
