I'd had a really tight image until this, so I'd been hoping to use the button preflop to just steal some blinds. Flop was just a continuation bet. The flop call scared me so I checked down the turn. The small bet on the river looked weak, and I had him placed on something like 9T, so I tried to value bet the river.

not to sound like an asshole or anything, but anything apart from very tight ABC poker at 0.01/0.02 is pretty bad imo

Fair enough. I'm almost always overly tight. I certainly don't make a habit out of moves like that.

if the blinds fold like 90% to blind steal than raising any two is actually +EV. but at 2nl those individuals are rare
Don't know if this is the case here but do you really think he is calling the flop w/ 109dd?
If he is you should have bet/folded the turn when the scare card hit.
on the river you don't even have the best str8 so I am happy to get to showdown cheaply here

Yeah, looking back, the raise on the river was pointless. He ended up showing 9h6h.

Pre flop has been covered so I'll talk about post flop.
On the flop I really don't mind giving up straight away. Yeah we can get worse boards to CB but in all honesty there are probably a TON of hands that we are getting called by here, basically any 2 cards above an 8 and any flush draw. Our J high is ahead of some of the hands that he will call with but this is irrelevant because it's not like he's going to give you a free showdown after check/calling this flop anyway.
At NL2 I would check back this turn. It has either improved his hand to a flush, given him a flush draw to go with his pair/straight draw or has given him a pair to go with his gutshot. J9 got there too. He won't be hand reading so he won't fold any of these hands no matter what you do.
River I think a raise is pointless. After he 3bets all in this is a fold at the higher limits and I'd assume it is here too.
