meh, you've gotta be good like 16% of the time, which you probably aren't. But I'd still call cos you can see what he is betting $1.5 with on the turn. I find these bets can vary from utter garbage to a hand like JT so it's worth knowing which ones you can bluff raise and which ones you can't. I doubt this guy folds a jack or something but you can pwn him later on if you see he's done that gay bet with air.

Turn is fine.
