I have already witnessed several hands where this villain has called PF raises put of position with 84s, 75s, Q6o, J9o etc. I have the villain at 31/2 over about 200 hands. I have played him before and had a note on him that says "doesn't respect raises. Loves the check-raise all-in bluff."

I'm really not sure how to play guys like this because they constantly call my PF raises with shit and they seem to have a vendetta against me because i'm chip leader at the table. Continuation betting is less effective because often they will call me down thin with middle/bottom pair.

QUESTIONS:

* Raise to $2-$2.10 on the flop?

* How much to bet on the turn? ~$4.40?

* How would you play it after villain raises all-in?

* Should i be playing A9s UTG? It's borderline for me but i normally raise A10 and higher from UTG. My stats are ~21/17 usually.

Flop: ($2.10) 6, 2, 9 (2 players)
BB checks, Hero bets $2, BB calls $2.

Turn: ($6.10) 7 (2 players)

River: ($6.10) 3 (2 players)
BB checks, Hero checks.

Final Pot: $6.10

Results in white below:
BB has 5s 7s (one pair, sevens).

Hand 1. Fold preflop. Simple as that. I will play ATs UTG but get a bit of stick for that sometimes around here. But you're more than likely going to end up OOP so stick to the big hands.

As played I'd raise the flop to $2.50 given your read that he calls incredibly light preflop. Have you seen him weak lead before though? If so, did he give up to being raised? I don't think flat calling is that bad here, but I prefer a raise.

Turn I check behind. We may well be good, but our hand can't stand a check-raise, especially against a villain who's been known to get tricky and bluff raise. I'd hate to play for stacks with middle pair just because we've seen the villain check-raise bluff before. If you reckon he bluffs the river you can check turn and call a river bet, seeing a showdown for probably a similar price to your turn bet without the risk of further action on what is a marginal hand.
