i am new in poker games and not really familiar with the rules. So how poker tools can help me to improve my poker games?

you can get free poker tracker 3 if you sign up to titan with pokertracker.com
clear the sing up bonus at titan and then you can go and play anywhere you want.
I have recently bought Holdem Manager to give it a try. Used PT2 before. Played only 10k hands with HEM soo for now i am satisfyed with it.
Cant sey much about PT3, but when I was hasitating which one to choose PT3 had some update issues (was recently relased), soo I went for HEM.

what is the going cost of a good poker tracker? Can you just get a HUD, or are they tight in?

Get PT3 (Poker Tracker 3) or HEM (Holdem Manager). Both very good poker HUDs / Trackers and they come with a quite long trial so you can try it out for free
Holdem Manager is $55 for small stakes version and Poker Tracker 3 is $45 for small stakes also. I suggest that you try out both programs and find the one that suits you.
