couple reasons, probably theres not as much monitoring at the lower limits, and people play much looser, harder to be detected, also a larger portion of the players will be newbies and not as sharp in noticing something like collusion...better to make $100 a day at low limits for 6 months, then make $400 a day for a week and get reported
