i was gona use firepay but they wont let me anymore and then i tryed using neteller but it wont work, whats the best one to use?

i use neteller...unless youre from Maryland i dont see why it wouldnt work....but i know ub has alot of options, click2pay, citadel etc

Actually Massachusetts residents can use Neteller fine. It's MD residents who have a problem.
I figure it's the same reason as all the "offer not valid in:" statements at the end of life insurance ads on TV and the like. State laws differ, and occasionally certain services and products are constrained to the point where the company decides it's less hassle to just not offer them in the affected state.
I've never personally had an issue with this sort of thing, I guess I'm just fortunate. It just means that Baltimore is off my list of cities I might like to move to if I ever left Boston.
