No, that would be him. Look at hand #1 here and his post here: AK faced with monster re raise from limper same hand

Either he is disguising NL4 as NL400 here or the other way around in his analysis post. I personally think it's actually NL4 because I have never seen a table where everyone is at even dollars all the time (I think he multiplied everything by 100 for this thread). Either way he is lying, and that only degrades his credibility and poker ability, because to improve you have to accept the truth and work on your flaws.

I doubt there are so many 400nl players that play like these guys, you are definitely at 4nl
