If you would have folded had he raised his slowplay is correct.

He got you to put $60 in that pot with an overpair and 2 outs. You will hit that 2 outer on the turn approx 1 in 20 times. You didn't collect a $1200 pot so therefore he gained EV from having you in the hand.

Edit: Also he didn't slowplay anyway he raised flop.
