Look - I agree that there can be some arguement about raising or not raising with KQs preflop in general and that it is table dependent to some extent.
But behind a single UTG+1 raiser and you on the button I think this is raise or fold regardless of the table, in this specific situation.
Your only consideration is what kind of player UTG+1 is - if he is a 12% VPIP rock then you are a dog to alot of his hands as far as high card value alone and you can't play the flush and straight factor alone in what is at best will be a four way pot. So it would be best to fold. There are still blinds to act that could reraise behind you if you limp, another consideration.
So unless there is some compelling reason to peg the guy as very tight and having a premium hand that he didn't raise with (which would be an unusual player) then I think you raise to isolate as folding is just too weak against most players. Good chance he has a medium pocket pair.
KQs is going to work best in a really multiway pot for flush and straight value (6 people or so) or as an isolation hand in position against what is presumably a fairly mediocre hand because this moron limped UTG+1. Just limping is not optimal poker IMO in a potential 4 way flop.
