PLEASE be a little bit more specific as to what the situation is...there's so many variables its not even funny...
if i had to answer just from that, i'd probably say no, but please...

He seems to be betting $200 over the pot, which means if you call you are losing according to the poker theorem, so you should fold even though those 4 cards look tempting.

Well... what is the flop? what was the action pre flop? do you have 1 or 2 over cards? What are this player's habbits? How many players after you?
without any other info, I have to say no...

Fold, there's probably circumstances where a call is the right move, but I'm hard pushed to think of them.
Later in a tourney with differentiated chip stacks it may sometimes be right to reraise (a semi-bluff) or call though.
