It explains all of this in HPFAP.. The general reasoning is the extra hands they play are break even or slight losers, but when they pick of a real hand they get a lot of extra value from it.

he could easily have TT or KK here besides KQ. His play of the hand the whole way indicates he started strong, hit the flop, and improved on the turn. A solid player would fold here knowing he is drawing dead, especially if he is unaware of the type of player keller is.

In addition to this Keller has 7 outs to improve, 2 Queens, 2 Kings, 3 Jacks. So it is more of a semi-bluff and not some maniacal bluff. He knows the other guy can't raise with the pair on the board so even if he calls it just goes check check on the river if he doesn't improve check bet if he does.

I personally wouldn't fire a shot on the river if I didn't improve if he calls the turn since he is basically saying I'm seeing the showdown.

Still doesnt make sense to show your hand and let Keller know that the player can be bluffed.

Only way I'm laying a nut straight down is with 4 suited cards or 2 pair on the board in the same situation. In a NL game it could be a different story. Though Keller was smart that he knew his opponent well enough to lay it down. Against someone else he would have to play the hand differently.

That's the whole point of the story. Don't try this in your home game or the $2/$4 limit game at the Luxor.
