Luck is almost zero in the long run. But there isn't any "always winning strategy". You can win with these strategies of course, because correct play is the most important in poker, but it could be useless while you are playing against: Ivey, Gus, Durr, etc.. So learning a strategy could be pointless at higher limits, but analyze your gameplay and learn and use a lot of things that other profitable players use daily, must be effective.

In tournament plays I find luck to become especially more important as the blind get very large. A lot of the time you are force to play ~50-50 hands. Playing with the wrong hands will cost you alot of your chips, thus playing loose becomes very difficult, unless you have massive stack. When the blinds are small, you have more room to play, ie. looser, and as such a good opportunity to build your stack.
