I'd fold if I'd seen him have the patience to wait for a big hand to push.
If I'd any suggestion he'd been stealing I'd call.
Based on your description it's a fold (though the blind sizes would help to make a better decision)

You can't win the tourney, you're literally just looking to make the final table and you don't need chips once you get there. Once you get there, you're done with the tourney. I've folded Queens here. I say fold. He's the short stack. If someone calls, you could be on man closer to ending this.
