why?
to take down the blinds???
or to have to cbet on a 569 flop???
You can open raise anything you want if your goal is to take down the blinds, but AKTx is no different than 9962 in that regard. It's not a hand I would play for the value of the hand, if you think you can steal the blinds than thats a different story.

Well we take down the blinds often, we create an aggressive image and our opponent's hand ranges probably aren't going to be super strong if they're flatting against a BTN open anyway!
I do understand all the points you are making though.

That's one thing I've been wondering about PLO. In nlhe you generally have a way wider range for open raising the btn than in early positions, to the point that you open pretty much trash. Is this still the case for PLO or should you be staying fairly tight? I suppose what I'm trying to get at is, do you still pound on people quite as much in position or do you need to pay more attention to your hand value?
For Free Money, Rakeback and some 6x Ongame bonuses, I recommend PokerSource.
I recommend Cardrunners for superb poker coaching. It was honestly the single biggest improvement in my game signing up there! Sign-up fee might seem steep, but it pays itself back within weeks.

I'm getting the impression that it's hand value that counts for a lot more and position maybe isn't quite as important in PLO as it is in HE

hand values run so close anyway, you're nevr more than a 2 to 1 favorite pre-flop, so technically the blind should call with almost every hand. The truth of a hand's value is how it plays post-flop; that's why you want to play bettable hands, not hands that are going to cause you to check and call/check and fold.
I never steal the blinds in PLO. You can't raise enough to make the blind fold practically anything, and if you hold AKTx he is making the right choice by calling with any hand he holds!
You're learning the game and you want to start playing hands that Sammy Farha plays. Is it possible to show a profit with this hand? Most likely. Will a new or even OK player? No.Read my musings on poker and life at Online Poker Examiner, Poker Examiner, PokerNewsBoy.com, and My Poker Blog

Trust us, Steve, no one wants to play like Farha.
