If u flop trips or 2 pair, and the board is say 9C TC JD, your almost certainly going to be up against a draw if its a long handed game. Should u value bet and hope they dont hit by river, or try to push them off their draws now. Its a tough position to be in surprisingly, as you will have a hard time folding trips, but sometimes I just have to by turn/river because i certain im against a str8 or a flush.

He now fires out a bet. Did he make is draw or is he bluffing the scare card?

yea when he fires the river, thats when you gotta look at you pot odds. i like what harrington says "when in doubt let pot odds decide"
