The first round of betting (pre-flop) it's the person to the left of the Big Blind. This seat is known as Under The Gun (UTG).

In the betting rounds after the flop it is first person still in the hand that is to the left of the dealer. So assuming they haven't folded it is the Small Blind. If they have folded it's the Big Blind. If the Big Blinds folded as well it is UTG.

The person to the left of the Big Blind starts the betting round (known as Early Position 1), with the small blind the flop, turn and river betting. If you have any other rules questions check out the full rules on http://www.pokerdeutsch.de they''ll help you out with any other rules confusion.

Only thing I can add to above answer is that the hand (still in play) first to the dealers left is the one to start after the flop. (the small blind if it has not folded)
