Call and play aggressive if you flop a good draw or pair

The correct move is to re-raise here.
It is important to do this, because you are not doing it just to win that particular hand.
When you make a re-raise there, it tells the other guy (the raiser) that "I will not let you steal my blind everytime).
If you only call with great hands (or raise with them) it is still VERY profitable for him to try to steal your blind EVERY TIME with rag hands.
However, when you raise him, it shows that you are not going to just give money away. Next time he wants to raise you, he will think that it might cost him more than 4 SB instead of 2 SB. Therefore making the raise not profitable anymore (except with good cards, of course).
Basicaly this re-raise will stop him from stealing your blind with rag hands.

In the limit games I have played if you reraise the button, he will reraise you right back adn 3 or 4 bet every street he can. Although this isn't the best play i would just call and hope to see a favourable flop. I don't want to get into a bluffing war without some decent outs.

You should raise and punish him for his bad play.
If he wants to play aggressive, check raise him more often.
If he bluffs a lot let him throw his money away.

I had selected fold but missed that part of your post that he's been doing this the entire game. In that case, I'd check/raise and see what the flop shows. I wouldn't re-raise with weak cards. It really doesn't teach much of a lesson to an aggressive player and he'll probably re-raise you back which isn't good with your weak cards. Just check/raising teaches him he cannot steal blinds from you.

Q10 first to act you call. I would check/call to the river to see what he is raising with. Could be nothing. Could be something. You need info.
