I am not an EV expert, as I haven't read much of Sklansky's stuff besides TOP.
You expectation is your average expected gain or loss on a wager of the long run. Sklanksy usually uses this in reference to bets.
For example, with one cards to come and you have a flush draw you are confident will win if it hits. If you decide to bet into one opponent, and you have a 20% chance to complete your draw, you bet has a -60c EV. For every dollar you put in the pot, you can only expect to get back 40c from one opponent over the long run. In order for you bet to turn +EV you need more than 4 callers.
But it is all based on the % of time your hand will win (if there is a pot you can add-in the % time the opponenet will fold) just like pot equity.
If your pot equity is 35%, a bet turns +EV with 2 or more callers. With two callers, it is very slightly +EV, + 5c per dollar.
