This is a very broad question . . . and of course the answer to every broad question in poker is . . . . it depends.
That being said, it generally is good to play opposite the table, and to understand your opponents. For example, If you're at a table of rocks in the middle stages of a NL tournament (where the blinds become significant to the stack sizes), then I'd raise every hand about 2.5 BB and fire at the pot regardless to just try and scoop all the small pots. If played back at, I'd get out of the way.

My comments are for Limit Ring games only
In a loose game you should play looser than normal, since your pot odds will be better, suited connectors and small pairs become more profitable, where in a game where 2 or 3 people see the flop I would fold most of these hands.
In a tight game you should be playing tight up front and stealing from late position. Loosening up is bad. Many of the hands you are now playing will not get the proper odds to make money.
