This is becoming somewhat of a refrain.

What are you hoping he has at this point?

What are you worried he might have?

Neither result gets you paid and one loses you chips.

its a great flop but again, i think TT is the cutoff for an UTG raise. maybe even fold TT at a certain table.

but i bet the flop, no re raise pf could suggest you have the best hand unless somone has a set. honestly though you arent supposed to have to make this decision early at a full table. either fold or at most limp and hope for a set, but even this might be silly because you dont want to call a big pf raise with just a pair of 9's

I really don't understand raising 99 at the 10/20 level. This hands only value in the early stages comes from hitting a set, and with that you want players. Limping in is OK, I would fold personally, raising is wrong. Like rex said you either win 100 chips or lose 400+

At a full table still, raising 99 is tough. There are 5 overcards that can potentially beat you on the turn or river assuming he doesn't have a pocket pair. Not AA or KK cuz I think that gets reraised, but maybe QQ-TT, hands that are too good to fold PF, but not good enough to re-raise that big of a bet. Of course he could be holding conectors or suited cards and you are ahead in that instance.

I am probably limping or making a min raise to see where I am at in the hand.

A problem you run into is that anyone calling a raise from you may hit their hand with any card that comes on turn or river. You got to ask yourself why they would call you when you raised preflop. If they are assuming you have a decent pocket pair, and they still call, you may be screwed in the end. Just better not to get yourself in these situations. In the end it just looks like a move that will end up costing you chips.

i dont play 10 handed, i dont play MTTs, but i will raise 99 utg here. I will deffenetly do it late in a tourny. Ill raise it to 3.5bb here.

odds of someone having AA-TT = about 5/23.

you will get calls from AK-AT too, especially early in the tourn.
you wanna get a clean flop. flops w/ A or K or Q, are bad.
you got a nice flop. set is possible. also TT or JJ can still be beating you.

    I bet pot here.
I get more ass than a toilet seat. All shapes/colors/sizes.
