Dan Harrington on Hold'em has some good advice on mid pairs 99 thru JJ from UTG/Early Position. Mid pairs do not do well against a large field so he advces raising to thin the field down to 1 or two or just limp with the intention of hitting the flop (set or rag board under your mid pair) or fold same as with a small/mini-pairs. He advocates raising 70% (3x - 5x) of the time and 30% he's limping - help keep the observant opps off balance.
In SnG tournaments I increase the limp up to 50% from an early position if the table is passive enough - if not, I will raise almost every time and usually 4x-10x depending on blind size and how the table has been reacting to opening raises. If short-handed I'll elevate mid pairs a bit to QQ/KK status and play them with a bit less aggression - say 2x-3x BB
