I'd still lay them down even though it's only 10% of his stack. If a juicy flop comes and he plays with it...and ends up getting the worst of it...it could be very costly.

I am not a big SNG player but surely you should play a pair of 2's here similarly to a hand like JTs?
If you are called you are either a marginal favourite or a huge underdog so you are relying heavily on fold equity.
If you get called by a higher pocket pair (AA-QQ) then JT is better than 22.
If you get called by a pair 33-99, JTs is considerbaly better than 22.
If you get called by AK/AQ then 22 has what 53% equity and JTs has 40%?
Assuming any player will call with AA/KK.
How likely are players to call with any other hand?

This is a tough hand for several reasons:
1. You're out of position the rest of the way (reduces your implied odds significantly)
2. You're up against the only stack that can effectively put you out (I know you cover him by just a little.)
3. You've got a hand that may be best now, but is difficult to work with after the flop.
4. The stack sizes are such that any involvement in the pot could quickly pot commit someone (both good and bad).
Depending on my feel for the situation, I'm either raising this one to take down the pot (or if he just calls I'm looking to hit my set) or folding outright. This is definitely a feel situation though depending on how I know the table is playing. I raise this against a tight player who has been stealing blinds and fold this against a loose player.

I folded but I was very tempted to push in and take the equity of the pot against a likely coinflip if called. The button was good enough to be able to fold, but I think I would have needed to make it an all or nothing decision for him to do so more often that not. Again I think he'd be looking at the other stacks and deciding to wait for a better spot. I had the table image of a constipated duck's arse.
I really, really wasn't looking to see a flop here. Even if a 2 hits I need all his chips to get the odds and I don't see that happening often.
With a healthy stack giving me plenty of time to find a better spot I folded, 1500 fewer chips and I'd have possibly pushed.

If my image was that tight, and the button was also tight, I'm probably reraising this with any 2 cards.
I don't like the all in reraise here . . . you really need to determine the minimum amount it will take to scoop the pot and go with that. I'd just raise the pot and get away from it against another reraise.
BTW, you're not a coinflip with the range of hands that will call this. With something like 77-99 I'd say you're about a coinflip most of the time.

Pushing is terrible, people would call with most pairs, so your equity sucks. Don't reraise with micro pairs.
