Default Need help on a ruling

I was playing in a free poker tournament a couple of days ago at a local bar and encountered a unusual situation.

The board read 7 5 J 10 3 (unpaired board). Player A held A7. When it came time to showdown the cards, it turned out that one lady was playing with only one card, a Jack. I always thought that it was legal to play with one card. Since Player A held 2 pair and player B had only one pair, I thought that the J7 would win. But the dealer came in and declared a misdeal and re-allocated the chips as they were before the hand.

For anyone who is familiar with the rules, what is the correct way for a situation like this to be handled? And if each person had only 1 pair but one player didn't have a kicker, would the ruling be different?

I think you have a typo, Player A held J7, not A7. That threw me off at first. Secondly, what kind of retard plays with 1 card and doesn't say anything :P

EDIT-- The hand should be declared dead, that sounds more accurate.

Ladies hand should be declared dead in a tournament(also in a cash game, under most circumstances) The pot should be awarded to the best hand. The deck should then be counted or switched.
