Most site such as Party, PS, FT... are 18+ (with restrictions to your local laws that no-one follows). dont know why, but I have always thaught UB was 21+. But for two reasons i think it is 18+:
1. in the folder where i installed ub there are several files. one is a text file called "eula" this containes all the legalities, and states all players must be over 18, not 21.
2. my buddy recently changed his personal info so that he could withdraw via neteller and in doing so, faxed copy of his ID (which states he is 18). UB didnt object and he withdrew $800.

so if this is just news to me ignore this. or, if im totally wrong, then correct me, for i will soon change my UB info so that i can freely move my $ from sites to site.

I know it says 18+ now but a couple months ago when I was first getting the software I swear it said 21+ can anyone confirm this ? I'm guessing they changed their rules.

IF there is an issue, PFO will always clear it up fast, and efficiantly, and usually corrctlly.
