IRC, If he's calling an all in, and he's the last to act then that's acceptable. You see it all the time on TV and most people play this way (IE: All ins are played with both hands visiable).
If he's going all in and he shows his cards, That's just stupid if people are yet to act. People can see what he has and know whether it's right to call him or not. Can't see anybody doing that...but I think a house rule discussed before hand would cover this situation. I wouldn't see mucking his hand, it's just a stupid move. If you have the nuts, nobody's going to call, and if you're bluffing, everybody is going to call.
IF there is no all-in and there is plenty of play to happen, and a player turns his cards up, it's mucked. In the home games I've played, people are chastised for mucking their hands in this manner unless they are the last one to fold to a single bettor. The reason we don't like it is because it removes the mystery of 2 of the cards. If they happen to be 2 cards I'm looking for, I know my odds just went down and I can adjust my play accordingly (giving me an advantage) and causing me to fold where I may have called. Unfortunately, sometimes you just can't stop it.
