is it when you reach double as many that get paid?
1000 person, 100 get paid, 200th first to bubble
10% of those that get paid?
1000 person, 100 get paid, 110th first to bubble
just the last person before the money?
1000 person, 100 get paid, 101st only bubble.

or is there some other solution to the question?

Technically, the bubble is when there's one left before getting paid, but "bubble play" comes into effect whenever the play says so. It's extrememly noticable. Most noticably, people stop limping every pot like donkeys and stop defending their blinds as much.
