Let's remember that the UNLAWFUL INTERNET GAMBLING ENFORCEMENT ACT of 2006 does not prohibit poker per se.

I have put together a group of adamant poker players, programmers, and of course a lawyer. We are working on putting together a %100 legal site to play poker on-line. It would be soley poker, no other crap, and to keep it legal we would have to do things like not collect a rake and take many other precautions. We are working on it as we speak and currently I'm trying to spread the word. If you have any comments please let me know at patriotpoker@gmail.com.

I wonder if that could be legal.

Since in most states house games with no rake is legal

This is sort of the idea. A big poker club essentially. There are still many hurdles to work out though but will keep you posted.
