I've never figured it out, as they have been buying these for over 5 years. My theory is that Stars buys them from the broker, allowing "more skilled" players to get hooked on the real cash games, and make a real money deposit in the future. I think the $5-$10 stars doles out to those players will easily cover itself in rake generated in the long run.

If that was the case they could just do what UB Poker does and give players who reach a certain milestone in play chips money --I think UB gives $25 or $50 for 10,000,000 play chips

Hadn't heard of UB doing that, but I bet since they had long had the position of "selling" play chips is not allowed, they can't go back on their word.

Ive started in shastas (free tables at everest poker) like 5 years ago. A shasta is a free SnG where winning the 1st place gives you 5 cents of real money. With those 5 cents I played real money tables with 5 cents buyin where you could win 20 cents. Then 10 cents buyins and there was my first dollar out of thin air. It took me almost one year playing not so much time to raise 100 dollars. Then I took my money out to play 2nl. Raised it. 5NL raised it. 10NL raised it. Im playing 200NL in 4 years, I guess its not a GREAT career but it is an steady increase of stakes. At this rithm Ill be playing 2000NL when Im 60 years old lol

Nah i dont think they do that. Theres people with tens of millions of play chips on that site, they sell them for chump change. No poker site really condones trades between this..

It's not buying them, its a "reward" for winning them, Basically the same as the VIP Rewards Programs just on a smaller scale

10 Million Play Chip Hall Of Fame | UB Poker

I get a kick out of people who think I'm making this up
