he won't count himself in his tally he knows he has been in the room. so there are 22 other people who need to be counted

what am i missing?

What if someone switchs A up before the counter gets there? Each prisoner will need to flip it up twice, not once. And the counter should be counting to 44..

the counter is whoever is the first guy in, if it is down when he gets there he leaves it down if it is up he switches it down.

If it is up when he gets there does he count 1. Well he can, but then you don't know if it was because it started that way or because someone switched it up. Consequently, everyone needs to flip it twice, and the counter needs to go to 44.

that is why the first person in is the counter. you only need to flip it once.

I see what you are saying but I assumed they would know when this game started so the first person could just be the counter.

in your scenario he only need to get to 43, if 21 people switch it twice that would be 42, so at 43 he would know everyone had been in there.

I still like my answer better though, the first guy in counts!!!
