yeah i realized the flaw in my thinking right after i posted but I'll let some others figure it out before I post the "correct" way.
I'm positive I have it, this took you a long time Bonch? you usually stump me with your other riddles and such.

1 person is picked as the counter, on his first visit to the room he will put switch A down every other person will put switch A up if it is possible otherwise they just move switch B. once they have put switch A up once they no longer touch it only B.
Every time the counter comes in and sees switch A up he adds 1 point and turns switch A back to the down position if it is still down he just changes switch B. so the next time he enters the room and sees switch A up he can add 1 more point to his total.
this way the only time A goes down is when the counter is in the room.

basically in my first attempt there was noone to keep count, but once i realized how to do that it was fairly obvious.
