WEP needs to be set enabled on the router... it secures the connection between the wireless router and your computer. It's what you're neighbor should have set up to keep you off

I have a password on mine, a while back our router fried and we had to get a new one and i mooched off my neighbors for the whole week. We have like 5 houses around me with connections so i had a lot to choose from, most of them have wisened up and put passwords on it though.

Are you typically typing in your password?

If not, then you are fine, but if you have to manually enter it you run slightly more risk. Even so, it is still pretty marginal.
