www.chessbase.com has lots of good annotated stuff. But is primarily for news and shizz.
www.chesscafe.com has some interesting articles, and a good archive. Dvoretsky writes for this site and he's one of the best coaches/instructors in the world. Although he might be above noob

Years ago, my favourite site was the exeter chess coaching site. The web address is tough to remember, so I'd always just type in a search engine 'exeter chess' and it'd come up. LOTS AND LOTS of good stuff there. I've printed hundreds and hundreds of pages from this site.
A good book for people just above UBER NOOB would have to be 'how to reassess your chess'. It's great, and I highly recommend any player to read it if they're interested in the game. The book is not dry and quite interesting/entertaining.
