www.chessplayer.com has some interesting articles by a good IM.
www.chessbase.com has lots of good annotated stuff. But is primarily for news and shizz.
www.chesscafe.com has some interesting articles, and a good archive. Dvoretsky writes for this site and he's one of the best coaches/instructors in the world. Although he might be above noob .

Years ago, my favourite site was the exeter chess coaching site. The web address is tough to remember, so I'd always just type in a search engine 'exeter chess' and it'd come up. LOTS AND LOTS of good stuff there. I've printed hundreds and hundreds of pages from this site.

A good book for people just above UBER NOOB would have to be 'how to reassess your chess'. It's great, and I highly recommend any player to read it if they're interested in the game. The book is not dry and quite interesting/entertaining.

Cheers,

Mike

Mark Crowther's "This Week In Chess" page is a good one too, especially if you want to keep up to date on what's going on internationally with the game. Too deep for "beginner" stuff, but a great way to keep up to date with international tournaments and on the cutting edge of what variations are being played by the grandmasters. Plus a host of games in PGN format each week that you can load into your chess database libraries for reference.

The site I used to run the web newsletter for -- the International E-Mail Chess Group (IECG) -- used to have some beginner articles in their newsletter, but its been almost five years since I last played there, so who knows how much they've changed things since I've been gone (or if they're still around even). The website used to be www.iecg.org

Hmmm I dunno. Although the FM title isn't as high a title as it once was, people who get it the 'old fashioned' way, are pretty impressive.
