When I have TP, and there is a possible OESD on the flop, I will raise it everytime. In my opinion, its a bad time to slowplay. This is limit, so for one, I would have to start building the pot. If you don't, you'll be giving them a cheaper turn card, and two, if their straight hasnt been completed, they are more likely now to not call a river bet after you've shown aggresion.
