Well depending on the exact pot size it only has to work around 1 in 3 times to be a +expected value play, so hence why people do it. A staple play in loose passive games, it works alot less in the high limit games you mention actually at least in limit poker. I do it all the time in late postion in the right game where people are loose preflop but will fold on the flop or turn to bets.
