He's got an over pair or its a bluff ( its a very weak flop)- I'd call this all-in - but maybe I'm too aggressive. He might have a set but tournaments are too short to worry about sets.. It's still early in the SnG. If you bust out start a new one - If you take his stack(you have enough strength to do this - then your close to in the money..

I'm not sure about the small flop bet. You've got nothing at that point: If he has slow played JJ then he will all-in you at the flopand your dead. By the turn his slow play has back fired.
