Kinda summed it up for yourself there. It's because the don't know what they're doing or why.
The other time you see a min bet is when you lead into a pot of, say $60 for $20, and someone min-re-raises $20 more. This is because they (think they) have a monster and are trying to grow the pot without scaring you off. Again, bad play from someone that hasnt grasped some of the subtleties of NLHE.
Point is, min bet is quite often a bad play. Sometimes you may be pretending to look weak/ignorant hoping for a re-rasie or push, but a good player often see's through this.
