Default Why min bet?

Could someone help me understand the tactics if any behind post flop minimum bets. For example you have AJ and raise preflop from late position approx 4xBB (Blinds 30/60)and have 2 callers. The flop comes A 7 4 rainbow there is about 720 in the pot and first to act bets a whopping 60 which is called my mid position.

Now this is where I struggle as that bet doesn't really constitute a probe bet nor am i able to consider it a value bet. I will raise in this position but what should it be, do i just forget about the min bets and make a half pot size raise. Surprisingly this min betting continues to the turn after I have made my 1/2 pot raise and called, down comes the turn and out comes another bet of 60??? I find it hard to play against this type of betting as it does effectively throw me off my game and it irritates the hell out of me.

Is this kind of play considered donkey play or is there some new and improved strategy book telling players min bets is the way to win at poker?

I usually encounter this type of play on the low limit SNG
