If the blinds are 250/500 and the big blind only has 400 then he is all in.

All other players have to call 500 though and the extra 100 from each player is put into a side pot. The BB can only win 400 from each player, but every other player can win the 100s in the side pot plus any further bets on other streets.

The small blind is still 250.
